Senior Energy Policy / Regulatory Advisor Vacancy
Castlerock Consulting is seeking an individual to serve as Senior Energy Policy/Regulatory Advisor for the U.S. Agency for International Development (USAID) Indonesia Clean Energy Development project. The position is available immediately and will be for a period ending September 2014. The position is based in Jakarta, Indonesia and is part time (approximately two-thirds time).
The Senior Energy Policy/Regulatory Advisor shall have the following minimum set of qualifications:

• At least 10 years experience in developing and implementing relevant energy policy law and regulation, and in, overseeing all legal issues associated with reaching legal and financial closure on energy projects;
• A law degree, or other policy-related advanced degree, with experience in project finance, contract negotiations, and legal/ regulatory reform
• Strong interpersonal and communications skills, and experience working with government institutions, business and regulatory agencies
• Knowledge of the energy sector in Indonesia, with experience in power purchase agreements and other contracts with PLN
